With the increase in number of electric vehicles (EVs) and developments their related charging infrastructures, consumers have still some concerns about limiting factors EV industry such as battery life, station availability, grid capacity, limited driving range, slow batteries. Although solutions are proposed for these limitations, they not sufficiently efficient cost-effective. Moreover, EVs on-the-road is a challenging issue which requires more innovation. This paper proposes novel charger, known an Emergency EV-to-EV Portable Battery Charger (EPBC), provides cost-effective solution emergency mode. The suggested smart charger can charge another based on state (SOC), other important technical specifications batteries safe reliable manner. regulate output voltage injected current to simultaneously. To realize features, model free nonlinear integral backstepping control (MF-NIBC) adopted charger. By utilizing actor critic networks, deep deterministic policy gradient (DDPG) adjust MF-NIBC controller. Finally, real-time tests OPAL-RT setup conducted confirm applicability feasibility portable
